Goal 1 - Improve internal efficiency and effectiveness of DTET system and be
responsive and accountable
to stakeholders |
STRATEGY 1 : Implement more responsive and quality training programmes
Task 1 - Adopt the NVQ framework in technical education system
Task 2 - Adopt competency based training and assessment.
Task 3 - Realign courses and training to comply with skills and training
standards and, NVQs
Task 4 - Phase out identified courses which have no demand in the labour market
Task 5 -
Extend training to marginalized and less privileged youth groups
Task 6 - Focus on the needs of different target groups- Skills upgrading of
employed for productivity improvements
Task 7 - Establish distance learning for technical education through LRUCs
STRATEGY 2 : Strengthen DTET through restructuring and capacity building
Task 8 - Set clear policy directions and guidelines on maximum utilization of
both human and physical resource
utilization.
Task 9 - Develop physical resource utilization indicators for rationalizing the
use of resources.
Task 10 - Develop competency profiles for all categories of staff for performance
appraisal and to identify training
needs.
Task 11 - Design and implement staff development programmes based on training need
assessments followed with
review on outcome or effectiveness.
Task 12 - Reform and restructure technical education system through upgrading 9
colleges to Colleges of
Technology and giving higher degree of
discretionary power for them
STRATEGY 3 : Develop responsive monitoring, evaluation and quality assurance system.
Task 13 -
Develop and implement an effective reviewing and monitoring mechanism
for performance of the DTET
Task 14 - Establish quality assurance and management system in the DTET.
Adopt and adapt ISO 9000 system
certification for the DTET and work
towards excellence
Task 15 - Identify cost centres and work out costing of training courses for
responsive planning, monitoring and
reporting purposes leading to sound
financial management at technical college levels
Task 16 - Operationalize the MIS with the net work of TCs and TVEC for informed
decision making
Task 17 - Improve continuous assessment system for students
STRATEGY 4 : Improve the image of DTET through aggressive social and product
marketing.
Task 18 - Review and Strengthen the existing industry linkages at TCs level to
include DTET at national level
Task 19 - Centers established for career guidance and student placements to be
strengthened as a partnering unit in
a network with other centers of
different agencies
Task 20 - Establish partnership with professional bodies, lead organizations in
industry and commerce and other
organizations (public & private) to
enhance. technical education and training
Task 21 - Develop and implement mechanism for job placement and a data base of
enterprises
Task 22 - Network with reliable and well known foreign employment agencies for
foreign job placement
